Shouldn't advise when the alternative is available and which is advised due to deprecated service.

who cares about a soon to be deprecated service if it doesnt cover the requirements. in any case the question is likely old. Azure File Sync would be the recommended solution at the current time.

The question and the concept is old now. The new way for such scenarios is : Install File Sync Agent on Server. Create File Sync Service on Azure Cloud . Add all the servers to the Sync Service. This question with the new process is now being asked frequently in Az-300

Azure File Sync Agent, Azure File Sync https://docs.microsoft.com/en-us/azure/storage/files/storage-sync-files-deployment-guide?tabs=azure-portal#deploy-the-storage-sync-service https://docs.microsoft.com/en-us/azure/storage/files/storage-sync-files-planning File system compatibility Azure File Sync is only supported on directly attached, NTFS volumes. Direct attached storage, or DAS, on Windows Server means that the Windows Server operating system owns the file system. DAS can be provided through physically attaching disks to the file server, attaching virtual disks to a file server VM (such as a VM hosted by Hyper-V), or even through ISCSI.

StorSimple Virtual Array (1200 series) will reach its end-of-life in December 2020. If you are considering new deployments of StorSimple Virtual Array, we recommend that you explore other alternatives such as Azure File Sync or Azure Data Box Online devices for your workloads. https://docs.microsoft.com/en-us/azure/storsimple/storsimple-ova-overview

Given answer is correct. Focus on iSCSI The Microsoft Azure StorSimple Virtual Array is an integrated storage solution that manages storage tasks between an on-premises virtual array running in a hypervisor and Microsoft Azure cloud storage. The virtual array is an efficient, cost-effective, and easily managed file server or iSCSI server solution that eliminates many of the issues and expenses associated with enterprise storage and data protection. The virtual array is particularly well-suited for the storage of infrequently accessed archival data.

why not Azure File share for 2nd Question ?

AFS cannot act as an iSCSI target for other servers, it can be hosted on a server that is configured with and iSCSI initiator that connects to a storage array with one or more iSCSI Targets configured. The storesimple is iSCSI only and can be a target for multiple initiators (clients) meeting the requirement listed. regardless of the intention to retire the storesimple, this is the correct answer to this question
