You can distribute a Power BI Desktop report by publishing it to the Power BI service, which allows others to access the report online. You can also share the report by sending the PBIX file to others or by embedding the report on a website. So it is not true that the only way to distribute a Power BI Desktop report is by sending the PBIX file to others.
