C is correct. A and D has the potential to bring the inventory values back in shape, but they will not correct the consumption, and thus cost, of the production order. They also do not track the raw material consumption on the production order, and so are incorrect. B is not correct. Deleting posted journals does not reverse the transactions, it only removes the journals they were posted from.

The question says "What should you do first?" and before that says "You need to process a single picking list for each production order", so the first thing you need to do in order to have a single list for the production order is a Full reversal of what was already posted. I think the answer is correct.
