Are you joining? :) Tip: a product may be added to multiple exclusion lists for the same country/region but for differing states. However, a product may not also exist in an inclusive list for the same country/region.

The correct answer is A and C. If you add the same item to both the inclusive and exclusive listm you'll get an error when trying to save the restricted product record. "Only one kind (exclusive or inclusive) of restriction list can exist for a given product & region combination.Select the appropriate list type."
