Before you can add a custom domain name, create your domain name with a domain registrar. so steps 1 and 2 must be interchanged

Actually, you can first add a custom domain and Azure will tell you what DNS changes you need to do (create a TXT record), save it, then you can do your DNS changes (TXT) and after that, you verify your domain as a final step.

The TXT record string is done at the Add Custom Domain portion. So the answer is correct.
