Yes, obviously. 3. No, like SHNH commented before me, apparently this has been changed and you can no longer create a business process flow from the power automate portal. Rest answers are correct with great explanation. For 3 I checked and found (as mentioned below by Maniula) that in Power Automate under the solution, you can create Business Process Flow. So this should be 'Yes'.

Q# 3 - I would go for Yes as I can access the Solution Explorer directly within the Power Automate its left-hand navigation panel.
