So you only need to publish system views.

Yes: Administrators can assign Power Platform security roles and permissions similarly for both canvas apps and model-driven apps. 3 I would say No as initially there will be some default OOTB system views, so not needed to be initially published. However, any changes to that view after should be published to see the updated change. Personal views are done in app and not 'publishable'
