As my view, User1 is member of Group 1 & 2. The Priority of policy, Group 1 is upper than Group 2, the result is .ods. =Yes User2 is member of Group 2 but Group 2 is under Group 1. The Priority of policy, Group 1 is upper than Group 2, the result is .ods. =No User3 is memebr of Group 3 but Group 3 is under Group 1. Only Policy 1 can applied. the result is .ods. =No. please advise if incorrect.

Configurations with lower priority will take precedence. As Group1 includes Group2 and Group3 as well, always the policy for Group1 will prevail.

It would be best if you saw as well Policy priority I presume. User 1 is a member of both groups but policy 1 has priority 0 policy 2 will overtake so it will not save as per policy1. and same will be with other users Policy 2 will overtake policy 1 in my understanding.

ADAM, you are wrong O has higher priority than 1. "A lower priority value indicates a higher priority (0 is the highest)" you have two plicies in intune that is setup to configure Excel. Policy A has a priority of 0. Policy b has a priority of 1 . if A and B conflict, which policy gets priority ?

But the 2nd part of the question is not asking about .ods, it is asking about .xlsb...

YNN Priority 0 is higher than Priority 1 Group 2 and 3 are part of Group 1 Policy 1 would take precedence for all users, evertime. All users would be required to save their files in the ODS file format.

Note: In the question states that both group2 and group3 are members of group1. That being said: Both policies ultimately apply to all users in this example. And by default, the lower number of priority is the highest. ex: if you have 0, 1, 2. Then 0 is Higher in priority than 1. In this example, the policy that takes precedence over all three users is policy 1 with priority 0. Therefore all users save the files as .ods format. Then the answer is: Y N N

On second thought: That would be true for user2 if there were more policies assigned to group2 directly. But User2 is receiving Policy1 by inheritance of group1. So in this case Policy2 which is assigned to group2 takes precedence. According to that same article in the link that yoha1558 posted: "Safe Links protection stops for a recipient after the first policy is applied (the highest priority policy for that recipient)." So I think the answer should be: Y Y N

Policy 2 does not take precedence. "If the user is a member of multiple Microsoft Entra groups with conflicting policy settings, PRIORITY is used to determine which policy setting is applied. The highest priority is applied, with "0" being the highest priority that you can assign.
