ADE is correct. First, create (or release) the product that is to be the planning item and then, in the "Engineer" fast tab, field group "FORMULA PLANNING", select "Planning item" in "Production type". Next, create the formula. On the formula versions form, click "Co-products" in the action pane, "Formula version" tab. Add lines for the co-products. Note that only released products with a production type of "Co-product" or "By-product" will be shown in the drop-down.
