You create the pages and provide branding for the site. You now must make the site visible across the internet.

Which tool should you use?
C. Portal management app The Portal management app is used to configure and manage settings related to Power Pages (formerly known as Power Apps Portals), including site visibility and publishing. It allows you to make the necessary adjustments to ensure your site is accessible to external users.
o make a Power Pages site visible on the internet, you use the Design Studio, which is the main interface for creating, editing, and publishing your Power Pages website. Once you’re done building and branding your pages, publishing the site via the Design Studio is the step that makes it accessible to users across the internet.
Go to Edit your site in design studio, and along the left navigation is 'Security (New)' -->Manage-->'Site Visibility'...in site visibility, you can choose between private and public. This may be a recent modern UI change. Also Portal Management is now called 'Power Pages Management'.
