Therefore the "Global Administrator" has NO power to delete the resource. The latter (the Global Administrator) could delete the resource only if FIRST "elevate your access" to "User Access Administrator" (https://learn.microsoft.com/en-us/azure/role-based-access-control /elevate-access-global-admin#how-does-elevated-access-work). But nothing tells us that this operation was implemented by the Global Administrator. So the answer appears to be correct.
