Would Answer B & E is better for cost optimization? The key is "The virtual machines will be sized according to the consumption pattern of each workload." Azure Reserved VM require you to pay some amount of money at minimal eventhough the resource is not in used. While VMSS optimize the usage against the cost that you need to pay.
