Folks, second answer is correct. To verify, try creating an availability set in resource group A and region B. Then, try creating a VM and, all values empty, choose "availability set" under availability options. You will get the message: "no existing availability sets in current resource group and location."

VM & availibity set should be in same region but can have different RG's.Box1 is correct but Box2 will be West Europe and any RG.
