In my opinion, this is a bad question. A "document" does not have to be structured, and the Form Recognizer is designed for structured documents. The best available answer is C, however, OCR would need to be incorporated with key phrase and named entity recognition for unstructured documents to make sure it can extract / identify sensitive data.
