im not sure but the answer must be A or D - like doesnt configured at all. to be UP for IRB interface at least need UP UP 1 physical/logical interface inside bridge-domain or under VLAN hierarchy. https://community.juniper.net/communities/community-home/digestviewer/viewthread?MID=71849
