Both answers have a valid argument in themselves: Answer D seems to be obvious but hides an unspoken truth, which is "Both routers have passed the litmus Hello test" and are not able to proceed any further. On the other hand answer C states this router is acting as a DROther OSPF speaker but omits that the neighbor is a DROther OSPF host. With this lack of information I would choose "the router is a DROther OSPF speaker" answer.
