Should be A. The continual improvement model should be done in a sequential form. How can you improve something if you don't assess "what is the vision?" 1st? Do you jump to "take action"? or where do we want to be? Of course you need to check what is your goal/vision FIRSTLY not on a random sequence.

A is OK :) Use of the model increases the likelihood that ITSM initiatives will be successful, puts a strong focus on customer value, and ensures that improvement efforts can be linked back to the organization’s vision. Hope that you see the difference between "the flow od the model seeks to ensure that improvements are linked..." and "The model seeks to ensure that improvements are linked..." Even if you need to "re-evaluate and return to a previous step at some point." you would still go from 1st step just to check if it is still actual (that concludes working trough). Finally - checking if improvements are linked to the organization’s goals - for that you have 1st step, later -you would expect people to understand customer value / organization’s vision rather than organization’s goals :)
