can someone tell me why C is correct? i can only find description o Utility - Utility: The functionality offered by a product or service to meet a particular need. Utility can be summarized as 'what the service does' and can be used to determine whether a service is 'fit for purpose'. To have utility, a service must either support the performance of the consumer or remove constraints from the consumer. Many services do both.

Just go by logic reading the question: A service delivered by a customer: as part of CSI can remove 'Costs' by automating (for e.g) and can impose 'Costs' by let's say recommending to monitor some additional components in customer environments which weren't monitored earlier but by buying additional license for monitoring tool (Imposing cost) can deliver value and more efficient service.
