Correct answer is D! The question is asking where the design for reuse occur - in the TAA! Ref from the syllabus: "While reuse aspects are already settled when the TAA is defined", page 42 of 84.

It is important to note that while design for reuse is mainly a matter for the TAA, the maintenance and improvements for reuse are a concern throughout the TAS lifecycle.
