Question 128

You have been assigned as the Project Manager for a new project that involves building of a new roadway between the city airport to a designated point within the city. However, you notice that the transportation permit issuing authority is taking longer than the planned time to issue the permit to begin construction. What would you classify this as?

    Correct Answer: D

This scenario is best classified as a project issue. A project issue is an event or condition that has already occurred and is having a negative effect on the project's objectives. Since the delay in issuing the transportation permit has already happened and is impacting the project's timeline, it falls under the category of a project issue, rather than a risk. Risks are potential events that could happen in the future and pose a threat to the project's success. In this case, the delay is an existing problem that needs to be addressed.

Discussion
RooksOption: A

Not sure I understand or agree with this explanation. When a risk happened we take risk response actions e.g. mitigate, accept etc, and the scenario in this question fits the risk criteria, so why it can’t be classified as Project Risk?

BTE

In my opinion, the delay to the start (of this stage) of the project is an Issue because it has already occurred. However, the delay issue also poses follow-on risks of delays to future stages and completion of the project, and cost overruns.

reverse01Option: D

D. Project Issue A project issue is an event or condition that has already happened and is negatively affecting the project's objectives. In this case, the delay in issuing the permit is an existing problem that is impacting the project's timeline.
