How can it be Risk transfer? Is moving On Premises MS office to Office 365 considered risk transfer? Are IaaS, Paas, and SaaS considered risk transfer? I do not think so.
I think moving the services to Third parties, DRaas, IaaS, Paas, and Saas are about business objectives, specialization, and off load the works. In this case, I would focus on specialization and workload. Moving to third party can off load the work, letting the employees focus on the core business, that is the point.
