Agreed the correct answer is C Governance  ensures that:  Stakeholder needs, conditions and options are evaluated to determine balanced, agreed-on enterprise objectives.  Direction is set through prioritization and decision making.  Performance and compliance are monitored against agreed-on direction and objectives.
