Yes, but it also say that BA consider these informal relationships in addition of the formal structure (p.180). My opinion is that the solution is not used cause it is too complex at first and than the use of the solution is blocked by informal relationships among users. Answer is D : Structural complexity (first choice) Answer is C: Informal relationships (second choice)

Organizational hierarchy refers to formal structure which is already considered by BA and the solution conforms to it. The informal relationships are not evaluated as not mentioned in question hence, the BA fails to consider these which created an obstacle in adoption of solution.
