Identify Business requirement is correct answer. Future state conditions cannot be defined unless business requirements are defined (they are an input to define future state BABOK v3 6.2.3). Off the shelf product cannot be recommended unless business needs and requirements are specified and enterprise readiness assessment are done as part of defining change strategy. (BABOK v3 6.4.4.3) Change strategy is usually defined after defining current and future state as it is easier and provides some context for change (BABOK v3 6.4.2)
