BABOK v3 5.4.4.2 states Impact analysis is performed to assess or evaluate the effect of a change. When considering changes or additions to existing requirements, business analysts assess the impact of the proposed change by considering various factors including: • Urgency: the level of importance including the factors which drive necessity such as regulator or safety issues. I'm going with C. BABOK V3 pg 329: Risk analysis and management identifies areas of uncertainty that could negatively affect value, analyzes and evaluates those uncertainties, and develops and manages ways of dealing with the risks.
