there is no term called transition requirement in BABOK. I will go with the functional requirements.

I think it's C - Functional Requirements. functional requirements describe the capabilities that a solution must have in terms of the behaviour and information that the solution will manage. It's not a transition requirement because it doesn't talk about the capability the solution must meet to facilitate transition from the current state to the future state.
This might be a functional requirement but because of its temporary nature it will be needed only during the transition phase and will not be required once the change is complete (6 months), it fits the criteria of a transition requirement.

Reviewing the options further, i think it is a business requirement. Business requirements - statements of goals, objectives, and outcomes that describe why a change has been initiated. They can apply to the whole of an enterprise, a business area, or a specific initiative. "Ability to view policies created in the legacy system for a period of 6 months" - could actually be the reason why the legacy system was implemented.
