I reckon question is not properly framed, it asks about "approach" ... but my answer is Solution scope as per 5.4.5

As BABOK said : BA will determine the formality of the assessment process based on the information, the apparent importance of the change and the governance process. I'm going to say that all answer are good, but, the question ask us to "understand the impact of the scope change", and for that, you need to listen to the stakeholder. So answer D, stakeholder engagement.
