In my opinion the right answer is B - BA Performance and Assessment - which says to review the historical estimates.

"Stakeholder Engagement Approach is correct because this approach fosters transparency, communication, and collaboration, among stakeholders which can help prevent such disagreements and facilitate smoother project execution. (Refer BABOK v3 6.3.5) Risk Analysis and Management is not correct. It may help BA to deal with unpleasant situations in project execution when all other efforts to collaborate with stakeholders are done.
