So it kinda doesn't make sense that C is saying that it would be MORE successful if employees participated in the setting of objectives - that's already a foregone conclusion that they were going to do that anyway. How can it be MORE successful if they are already doing what they should be by-definition already? If they didn't include the employees in the setting of objectives, then it wouldn't be the "Management By Objectives" method at all.
