Tasks cannot always be assigned to the audit team member who is most qualified to perform them. For example, An audit Manager might be most qualified to perform Fieldwork but not it is not cost effective if it can be done by a Junior

The confusing for me was that it says "All auditors", not thе "audit team as a whole", but standard 1210 – Proficiency says "Internal auditors" - " all auditors" must possess the knowledge, skills, and other competencies needed to perform their individual responsibilities. The internal audit activity collectively must possess or obtain the knowledge, skills, and other competencies needed to perform its responsibilities.
