"generated by the root switch" implies the bpdu is coming from the root. Thus root ports will receive but designated ports will forward

No, it is root port. Those packets are sent towards root bridge to notify about changes in topology. Routers in the path receives them from designated ports, but sends them out of root port. https://support.huawei.com/enterprise/en/doc/EDOC1100092144
