The Davis-Bacon Act, enacted in 1931, was the first piece of legislation to address minimum wage requirements specifically for public works projects. It mandated that contractors and subcontractors pay their laborers and mechanics employed directly on the site of federal government projects no less than the locally prevailing wages and fringe benefits paid on similar projects. This act did not address retirement age, minimum working age, or abolish forced retirement requirements.
