C. The interface is administratively down. Obviously didn't save the running config between configuration and bringing the port online.

I think C is right. There is no mentioned is it vlan`s tagged or untagged, so D is not an option for right answer.

Interface is admin down

Devices are in VLAN 10 and VLAN 20, setting PVID cannot solve that. Better is administratively down.
