MSA1060 can has a maximum capacity of 3 enclosures against 9 in the 2060. When mixing HDD's with SSD's ADS license is required.
License is required only if you intend to use tiering functionality. Not necessarily required to work with a mixture of drives. However, as the question is about recommendation, I would recommend it to the client, since it provides convenience for the Storage-Ops team/admin :)
