Batch tokens are lightweight, limited-use tokens in HashiCorp Vault and do not have the capability to create or manage root tokens. Root tokens, due to their highly privileged nature, are generally created or regenerated using more secure and controlled methods, such as using another root token or through the quorum of unseal key holders in the vault operator generate-root process.
