At the end of a Sprint, a Development Team may deliver an increment of software with minor known bugs in it because minor bugs can be documented and fixed in subsequent Sprints. Additionally, an increment of working software that is 'done' represents the ideal scenario where the delivered increment meets the Definition of Done and is potentially shippable. A single document or failing unit tests do not represent deliverables that provide tangible, deployable value to the stakeholders.
