I don't think B is the correct answer. According to Study Guide page 170, it says: If there are bursts or the link is overloaded , "failed" increases; if the FortiAnalyzer is unavailable, "cached" increases. So it seems that the correct answer is A.

castieltel is right! the latest slides for 7.4 are updated to show that this is A because failed= overloaded and cached= unavailable.
I would have gotten this wrong. A is correct, infact failed does indicate a bursted link rather than cached which indicates the FAZ is unavailable.
B is correct
correction, A is the right answer. page 170 Looking at failed=4507, cached=0 will mean the link is overloaded. If FortiAnalyzer is unavailable then the cached number would be increasing, not the failed.
