There is no difference on EMS side between Upgrade and Install. When you push the deployment on an endpoint that has already a previous version of Forticlient, the Forticlient will perform en upgrade. When you push the same deployment package on en endpoint that don't have Forticlient installed, the FC will perform an new installation.
