It is another server with type "rating", where Fortigate can send queries. The public ForriGuard servers are used, if the servers (configured in server-list) are unavailable.

by default,( include-default-servers ) enabled .this allows fortigate to communicate with the public fortiguard servers , if the fortimanger devices (configured in server-list) are unavailable .

Additional info: The two other configured servers are set to "rating" and therefore only apply for web filtering and antispam, not for anti virus, what the question is looking for. 10.0.1.243 is the only configured anti virus server and if it fails the public servers are contacted.

D is correct Rating is for web filtering and anti spam, etc. Update is for antivirus and IPS, etc. There are two rating servers so D is the correct answer. See also page 185 of the NSE7.0 study guide.
