Tapes are cheap; but is it more resilient than Disk backups? I don't think so? Is tape backup more secured than disk backups? Overall, to meet both concerns of security and resilience, and be least expensive (in the long term), a Cloud Backup option seems most appropriate.

I personally would have answered C given my real world experience in pure costs.
