MOU is the only one that makes sense. This is a non-legal agreement between 2 parties on "something". In the case of this question it's the project files NDA... no... A. Im only saying this because an MOU is an informal agreement between two parties that are talking about sharing resources. They called in a consultant to be the middle man between two INTERNATIONAL companies. There's a possibility there's a language barrier and are just trying to figure out how to share cloud resources for a project they want to do together. You wouldn't want to sign a contract (SLAs use contracts) without speaking to a consultant. Plus SLAs are used more as a contract between a service provider and a CUSTOMER. Nobody in this question looks to me like they are purchasing a service from the other but sharing what resources they already both have.
