Read carefully: The organization is the one that is building the virtual environment. The data center is the one that is providing the power generator and the ISP The question is asking which option is going to help the organization, not the data center.

i was also confused what the question was asking but i reread it and for everyone that is confused the question said " availability at all times" a generator would give power, but it takes time to kick in. now UPS would be used within a second of power going out to act as the generator until the generator powers, and this provides the availability.

This is wrong. The question doesn't mention Cloud Service Providers. The question states the company is "building" a virtual infrastructure in a datacenter. Physical datacenters that you can touch and feel still exist. You are the trick answer.
