I have re-read these comments a few times and thought it was B and C, as A does seem to relate to "creation" of the catalog, not activation. However I now I believe it is A and C as suggested. Mainly down to this article as it clearly states MAK licensing not supported, but also talks about a limit of 3 rearms. https://support.citrix.com/article/CTX128580/xendesktop-support-for-microsoft-kms-and-mak-activation-with-machine-creation-services There is no evidence in any support article or document of B being the answer, so this should be ruled out as the answer would only ever come from Citrix docs/articles. So defo A and C for me.

https://support.citrix.com/article/CTX128580 in this article it says MAK Activation Support Currently MAK-based activation for Windows is not supported with any version of MCS. In addition, Personal vDisk (PvD) at the moment does not support MAK activation, whether using MCS or Provisioning Services. "Currently MAK-based activation for Windows is not supported with any version of MCS" in in the question they do not say which version of MCS they are using, so maybe the answers are A&B but i`m not sure
