It's actually C because the license server has a valid license. Therefore, it will not enter a grace period. Since users will not be able to check out a license from the license server, users will be given a 30 day grace period.

I'm guessing this isn't a real question and the wording here is slightly inaccurate. I'd lean towards B. Obviously, it isn't the license server that goes into grace, but resources should still be available. Citrix say "The 30-day grace period prevents you from experiencing degradation in performance and denial of service to users."
