This is a single-site, so hosting both Storefront and DC on the same server is not 'NOT supported', and therefore acceptable. As per the 7.15 LTSR Handbook, it would also suggest a 4vCPU and 4GB RAM would support more than 5000 Desktops on Server 2012 R2. So would adding additional RAM or vCPU in this instance also be suffice, or is adding a 3rd Delivery Controller really the correct answer?

Within test en small environments it is possible to install Storefront en Desktop Delivery Control onto the same server. But minimal requirements for DDC (5000 users) is 4 vCPU's and 4 GB Mem. Storefront same requirements. If we combine the minimal requirements is 8 GB Memory. So probably the answer is B because C only adds 2GB of memory
