This is a single-site, so hosting both Storefront and DC on the same server is not 'NOT supported', and therefore acceptable. As per the 7.15 LTSR Handbook, it would also suggest a 4vCPU and 4GB RAM would support more than 5000 Desktops on Server 2012 R2. So would adding additional RAM or vCPU in this instance also be suffice, or is adding a 3rd Delivery Controller really the correct answer?
I would still choose answer b, even though answer c and e sounds right

Within test en small environments it is possible to install Storefront en Desktop Delivery Control onto the same server. But minimal requirements for DDC (5000 users) is 4 vCPU's and 4 GB Mem. Storefront same requirements. If we combine the minimal requirements is 8 GB Memory. So probably the answer is B because C only adds 2GB of memory
B. The Delivery Controller and StoreFront roles should NOT be co-located on the same server. SF\DDC roles must not share the same server in prod.env
