To enable Citrix ADC authentication, authorization, and auditing (AAA) dual-factor authentication from a user's mobile device app, the RADIUS authentication method is commonly used. RADIUS supports two-factor authentication by integrating with various authentication services and can communicate effectively with mobile devices to provide the necessary security protocols.
Interesting question, I would say LDAP and Local server, but below link says all are correct: https://docs.citrix.com/en-us/citrix-adc/current-release/aaa-tm.html
Here the important word is mobile device app. That makes answer A correct - LDAP https://www.jgspiers.com/netscaler-native-otp/
A. LDAP https://docs.citrix.com/en-us/citrix-adc/current-release/aaa-tm/authentication-methods/web-authentication/sms-two-factor-authentication.html#:~:text=To%20achieve%20SMS,user%E2%80%99s%20mobile%20number.
All about pushing Netscaler native OTP solution, but far too complicated in my opinion. Even the developer of this had a simpler solution, when he was not working for Citrix with SMS2.
