The option to power-manage the catalog is not available because no resource connection is defined in Citrix Studio. In order to manage the power state of machines, Citrix Studio requires a configured connection to a hypervisor or cloud service where the virtual machines are hosted. Without this configuration, Citrix Studio cannot interact with the underlying infrastructure to power manage the machines, thus disabling the option.

D is correct. Even without a hosting connection, you can still connect to non-MCS VDAs and create machine catalog (similar to connecting physical PCs), and create DG from it. However, power management (auto scaling) wont be available..

No, the correct it is D because you can create a new Catalog with VM without VDA installed but when you wanna create a new catalog if the MCS o PVS option is disable the only reason is that the Site have not a hypervisor configured like VMware, hyper-v, Citrix hipervisor or azure
