key: "should have a low impact on the existing network". PVS is streaming the images through the network. MCS is more based on storage capacity.

You could use manual provisioning with Full Clones of a template Virtual Machine, but I suppose manual provisioning is not really a "citrix technology". Suppose answer Citrix wants is MCS as with Desktop OS you can create Full Clones instead of Linked Clones which are persistent.
