answer should be A. the question say "The administrator would like to reduce the total number of writes on the storage." he talks about a single storage the MCS I/O optimization use at least 2 differents storage repository (Provides the ability to place differencing disks on separate local storage)

True, but the question states minimal ADMINISTRATIVE effort - not implementation effort. Once implemented, PVS does not require much effort.
