In a Citrix multi-zone environment, a Virtual Delivery Agent (VDA) in a satellite (secondary) zone will register with a local Delivery Controller if one is available. If no local Delivery Controllers are available, as is the case when the Orlando Delivery Controllers are down, the VDA will register with a Delivery Controller in the primary zone. Since New York is the primary zone, the Orlando VDA machines will register with the New York Delivery Controllers.

If the DC in the satellite zone fail, the VDAs will always failover to the primary zone DC and register there. Who is giving these supposed answers ? Jesus...
Satellite zones dont communicate to other satellite zone, as Orlando is totally down where 2 DDCs are down, only it can reach and register to primary zone.
